CMS Tip Sheet Available for Agents When Using the Marketplace Call Center.

The Centers for Medicare & Medicaid Services (CMS) released a new tip sheet for agents and brokers. The Tips for Agents & Brokers When Using the Marketplace Call Center document covers what to expect when calling the Marketplace Call Center, and the processes that the Marketplace Call Center follows when assisting with an application submission or update, the availability of language services, and more. The top priority of CMS and the Marketplace Call Center is keeping consumers’ health care coverage and personal information safe.

Update to Connect Care Benefits.

For HDHP plans effective January 1, 2025, the deductible will be applied for Connect Care services. This service provides a lower cost option compared to an in-person visit. Visit this website for more information.

Premium Billing.

To enhance the experience for our Individual and Medicare members, we have discontinued our internal pre-authorization checking withdrawals billing option. We encourage all our members to use our online billing tool, accessible through the Select Health member portal and mobile app. Members can make manual payments and set up automatic payments. Automatic payments process on the first day of the month (previously set on the 10th of each month). 

This change aims to better serve members who may need to terminate a plan or have experienced changes in their APTC, helping ensure timely payment returns. 

Members can set up autopay online at selecthealth.org or by calling our accounting team at 844-442-4106, option 3, from 8:00 a.m. to 5:00 p.m. on weekdays, and 9:00 a.m. to 2:00 p.m. on Saturdays.

Individual Agent of Record (AOR) Helpful Hints.

  • If you are acquiring business from another agent within your agency or you have purchased a portion/all of their business, send an email to Amy.Koncar@selecthealth.org and include both agents. We process transfers to be effective the following month.
  • Individual AORs must be submitted through the Select Health Link agent portal. You can find this function below the Agent Tools heading.
  • Individual AORs must be received by January 15, 2025, for a January 1 effective date.
  • AOR letters must be signed by both the member and the agent within 30 days of submission. AOR letters will be returned unprocessed if signatures are missing or the date on the letter is more than 30 days out.
  • Be sure to fully explain to the member the purpose of an AOR. Ensure the member is well-informed on what the change entails.

NOTE: For AOR changes through the FFM/Marketplace, we require an AOR be submitted through Link. We do not accept updates for AOR through Marketplace 834 files.

Reconcile Your Book of Business.

At the close of Open Enrollment, please take time to reconcile your Individual book of business to ensure you are listed as the Agent of Record (AOR) for all your clients. As a protection to you, AOR changes initiated through the Federally Facilitated Marketplace are not validated until a signed AOR letter is uploaded to our Link system.

  • To run a book of business report in Link, hover over Individual on the main landing page. Choose Member Search/Maintenance. To look up an individual, use the search box. 
  • To pull a complete book of business report, choose the Search button or Download Book to export this information into an Excel spreadsheet. 
  • If any clients are missing from your commission statement or book of business, please submit an AOR letter via the upload tool in Link. Under Agent Tools on the home page, you’ll see the link: Individual Agent of Record Request.

CAA Gag Clause Confirmation of Compliance.

The Consolidated Appropriations Act (CAA) of 2021 requires group health plans and health insurance issuers to submit gag clause prohibition compliance attestations annually. Select Health has completed the necessary review of its agreements to ensure compliance with the gag clause prohibition and has done the following:

  1. Made the attestation for fully insured customers as required.
  2. Made available a Confirmation of Compliance for self-funded customers to support them in doing their own attestation.

Select Health Agents may share the following Select Health branded document with customers: Confirmation of Compliance - Gag Clause Attestation

Select Health hereby attests that the administrative services it provides to its self-funded customers are consistent with the requirements set forth in the Consolidated Appropriations Act, 2021 (PL 116260), Division BB, Section 201: INCREASING TRANSPARENCY BY REMOVING GAG CLAUSES ON PRICE AND QUALITY INFORMATION.

The annual attestation deadline was December 31.

You may use the Confirmation of Compliance to support your attestation for any Select Health administered medical, pharmacy and behavioral health services.

Health and Human Services (HHS) has supplied the portal and instructions for issuers and customers to do their attestation via CMS. It is important to follow the instructions that are accessible through the CMS site.

Your Select Health representative may have also supplied a copy of the Confirmation of Compliance.
