HRSA update to cervical cancer screening

Effective for plan years beginning January 1, 2027

The Health Resources and Services Administration (HRSA) finalized updates to the Women's Preventive Services Guidelines related to cervical cancer screening on January 5, 2026. These changes apply to non-grandfathered commercial plans for plan years beginning on or after January 1, 2027.

What's changing?

The HRSA update expands screening options and clarifies coverage requirements under the Affordable Care Act (ACA). Key updates include:

  • Self-collected high-risk HPV (hrHPV) testing is now an acceptable cervical cancer screening option for women ages 30-65 at average risk.
  • Primary hrHPV testing every five (5) years is now the preferred screening method.
  • Co-testing (cytology + hrHPV) every five (5) years remains an acceptable option.
  • If hrHPV testing is not available, cytology alone every three (3) years continues as an option

Importantly, the update also clarifies that all testing required to complete the cervical cancer screening process—including follow-up diagnostic testing and pathology services resulting from an abnormal screening—must be covered without member cost sharing, consistent with ACA preventive service requirements.

  • Screening frequency
  • Age ranges
  • Other women's preventive service requirements

How this affects Select Health plans

Select Health is already largely compliant with the updated guidelines. Minor policy and system updates are underway to ensure all affected plans fully reflect the HRSA requirements by January 1, 2027.

These updates will apply to the following plans in applicable states:

  • Fully insured plans
  • Self-funded plans
  • Level-funded plans

What agents should know

  • No immediate action is required at this time.
  • If questions arise prior to 2027, agents can share that Select Health is aware of the HRSA update, is already mostly compliant, and will have all required changes in place by the effective date.
  • Additional information will be shared closer to implementation, if needed.

Adoption indemnity benefit

For Utah groups, Utah Code § 31A-22-610.1 requires health insurance policies offering maternity benefits to provide an adoption indemnity benefit of $4,000, which can also be used to obtain fertility treatment. 

Though not required, self-funded clients may choose to mirror this approach, paying for the full cost of adoption expense reimbursement or infertility treatment directly. When deciding whether to offer the benefit, self-funded clients should consult with a tax advisor about the treatment of adoption assistance benefits for federal and state taxes.

While fully insured clients with a Utah group policy pay for the benefit as a component of premium, tax considerations may still apply. It is also advised to consult a tax advisor.

Participation requirements for Small Employer plans

To help ensure proper plan setup and compliance, below is an overview of participation requirements for the different types of Small Employer plans.

  • Small Employer ACA plans 2-50 enrolled
    • 2-4 : 100% after valid waivers 
    • 5+ : 75% after valid waivers
  • Small Employer Level Funded plans 15-50 enrolled
    • suggested participation is 75% for best rates
  • Utah Association 5-100 enrolled
    • 75% after valid waivers
  • Out of area
    • 50% in our service area (UT, ID, CO, & NV) for new group installations

Large Employer

Groups can register now for an onsite flu shot clinic

Select Health offers onsite flu shot clinics for employer groups at no additional cost. Please see our flu shot clinic guidelines for scheduling details and requirements.

How to request a clinic

Groups can register by filling out the Select Health flu shot clinic registration form

Utah-based groups

This year, we are partnering with Associated Food Stores (Harmons, Lin’s, Cecil’s) and Community Nursing Services. To request a clinic, groups must use the Select Health online registration form linked above—not a direct request form from our partners.

In addition to flu shots, the following vaccines can be requested. These vaccines will be billed through insurance:

  • Tdap (tetanus, diphtheria, pertussis)
  • Shingles
  • Pneumonia

Groups that have an onsite clinic or a nurse available to administer flu shots may request serum only for Select Health members. Please note: these requests can be submitted using the same form by selecting the option for an onsite clinic or designated individual to adminster the shots.

Clinic schedule

Clinics are available from mid-September through mid-November.

Who is eligible

  • Select Health members and their dependents age 18 or older
  • Children and employees covered under another carrier (upon request)
    • Please note: charges may be billed either to the employer or to the employee’s insurance provider, including coverage for children and employees insured through another provider.
