Member onboarding

Starting a new health plan can feel overwhelming, so here are a few quick tips you can share with your clients:

  • Create a Member Account: Members can register before or after their plan begins. Once they have an ID number and create an account, they can download ID cards, view plan documents, find in-network providers, and set communication preferences. Encourage them to log in or register on our website.
  • Choose a primary care provider (PCP) & schedule preventive care: Building a relationship with a PCP and getting annual checkups helps members stay healthy, manage costs, and improve their overall experience. Direct them to our Find a Doctor and Preventive Care resources for assistance.
  • Review the member guide: Health plans can be complex. Our member guides highlight key benefits and resources. Members have received a link to their guide, and most guides are also available under Plan Documents on our website.

Quick action items:

2026 Quarterly SE ACA new business rate increases

Quarterly rate increases for new Small Employer (SE) ACA groups will continue in 2026 and have been filed with our 2026 product submissions. Updated rates will appear in quotes for new groups and will also apply at renewal for existing SE ACA groups. Rates should not change mid-year—once a group enrolls or renews, their rates should remain fixed for 12 months.

Quarterly adjustments will average approximately 1.5%, consistent with industry practice. This approach helps keep overall annual rate changes lower by making smaller, trend-based adjustments throughout the year rather than relying on a single, larger annual increase.

Although quarterly increases are filed in advance, they are not automatically applied. We review data each quarter and determine whether an adjustment is necessary.

If you have questions, please reach out to your account manager.

Notice of privacy practices updates

Regulatory changes from the 2024 Final Rule revising federal confidentiality requirements for substance use disorder (SUD) treatment records under 42 CFR Part 2 require updates to the notice of privacy practices (NPP) for group health plans. These rules took effect February 16, 2026 and apply to HIPAA covered plans that create, receive, or maintain SUD records—including employer sponsored group health plans.

Below is a summary of key changes and what they mean for your groups.

What’s changing

Updated notice requirements

Group health plans must update their NPPs to include:

  • A clear summary of member rights regarding SUD records
  • Plan responsibilities under 42 CFR Part 2

Revised use & disclosure protections

The updated rules add stronger confidentiality safeguards:

  • SUD records cannot be used in civil, criminal, administrative, or legislative proceedings without explicit member consent or a qualifying court order.
  • If Select Health receives SUD records:
    • Under a general authorization → Use and disclosure may follow HIPAA rules.
    • Under a specific authorization → Use and disclosure must follow the exact terms of that authorization.

Recommended actions for self-funded groups

Self-funded (ASO) groups are recommended to take the following steps to ensure compliance:

  • Update their NPP to include the new SUD requirements
  • Review internal policies, procedures, and staff training
  • Review Business Associate Agreements (BAAs) to determine if any changes are needed.
  • Remove outdated or incorrect language (e.g., prior reproductive health statements that no longer apply)

What Select Health will handle

Fully insured & level-funded groups

Select Health has completed or will complete required NPP updates on behalf of these groups. Level-funded groups should review to confirm they understand and agree with following the NPP guidelines documented.

Self-funded groups

Groups are responsible for updating and distributing their own NPPs.

As your Third-Party Administrator, we are committed to supporting your compliance efforts, including updates required under recent federal regulatory changes. We are available to assist in reviewing your Notice of Privacy Practices (NPP) to ensure it reflects the latest requirements under the updated 45 CFR Part 2 Rule.

Where to view Select Health’s updated NPP

Select Health has updated its NPP for its members to align with these regulatory changes. For your reference, the updated version is now posted and available for review here: Notice of Privacy Practice.

Questions?

If you would like our assistance in determining whether updates are necessary to your NPP based on the revised Part 2 requirements, please contact your Select Health Account Manager. We are happy to support you through this process and help ensure your documentation remains compliant and up to date.
